Introduction

From the dawn of mankind, humans have looked for ways to govern themselves and bring order to the world in which they live. It is by the will of mankind that governments exist at all and because of this a special relationship exists between governments and the people. For this summer project the overarching theme will be the changing relationship between the government and the people. Sometimes this relationship is tested or shaped by the forces of change, new immigration patterns, legal precedents and new scientific innovations or discoveries can force the people to re-examine how their government is serving them. This relationship is important at both the national and local level and it is important to realize we each have the opportunity to shape this relationship.
